TCP will continue to be a fallback, not least because there is no support for UDP tunnelling under a HTTP proxy
And because many HTTP clients and servers will never implement QUIC, and legacy software tends to stick around far longer than some people think.
And because the Web is not the Internet. I don't foresee QUIC ever being very popular outside the HTTP domain.
