Ah. Victim blaming. Pedestrians and other road users do strange things though, which is why drivers are expected to drive with due care and attention. Which this driver wasn't. The image in the NTSB report made me a bit curious though-

In this area, northbound Mill Avenue is separated from southbound Mill Avenue by a center median containing trees, shrubs, and brick landscaping in the shape of an X. Four signs at the edges of the brick median, facing toward the roadway, warn pedestrians to use the crosswalk. The nearest crosswalk is at the intersection of Mill Avenue and Curry Road, about 360 feet north of where the crash occurred.

So why there was a pedestrianised median there, and why it appeared to dump pedestrians right onto Mill Avenue. If you look at the location, it makes a bit more sense as there's a theatre and Bryan University close by. And a marked cycle route with a sign and street light right where the crash happened. So it doesn't seem to have been well thought out from a pedestrian/cycle safety POV, but then roads often aren't.
