Sometimes Bill doesn't think things through. I would think he was aware that all these deeds were performed long before cryptocash was conceived. Go back far enough and you'll probably find someone bartering chickens for drugs and that's after stealing the chicken having killed the original owner. I do agree that ICOs can be risky however but then so can crossing the street.
