+1, until it goes to a COURT, and the court decides if there is a case to answer.
If there is a case and the judge finds against them, the court will very likely impose monetary damages. ONLY then if they fail to cough up will it then be handed to court appointed bailiffs.
DCA's (or the 3rd party recovery agents!) have about as much power as a junior disprin.
