Indeed, I'm rather confused about the point of the article. Moore's law originally described a trend in transistor count on chips. It has since been extended to describe a more general trend in the computing power available on chips. At no point has it ever had anything to do with what people program the chips to do or how secure they might be while running said programs.

Everyone has long acknowledged that Moore's law can't last forever; in fact no-one ever claimed it could. But while there's plenty of debate to be had about whether we've already passed it or are approaching the limits soon, Meltdown and Spectre don't enter into the discussion at all.
