I suppose that depends on how you define "bug". By my definition, this is definitely a bug (unless being vulnerable to a side-channel attack was intended) -- a bug in design rather than execution, but a bug nonetheless.

I agree that this is a mischaracterization by the press. This was a very subtle thing, and it's hard to fault engineers for not noticing it.
