Did I understand this right?
The software used to detect tampering has been sold to a country that may well be doing the tampering. This software is off-the-shelf stuff that a private company can sell to anyone it wants to and the US govt. has no control over it. Nor do they vet this software, unlike the Russian spies who now have access to it.
But then, IBM happily sold technology to the Nazis, and Ford and Standard Oil sold their products, too. Plus ca change.
