I did a DevOps course from the Dev Ops Foundation last week. Just to check I was as up-to-speed as I thought I was. One of the key things highlighted on the course was that a DevOps approach isn't always appropriate and organisations should think about when its appropriate or not.
A 'bi-modal' approach was pretty much recommended.
