This is not a new thing.
many years ago I wanted a sample device from a Silly Valley maker. We would pay a decent price for a sample but all they wanted was an order for 1000 minimum.
IT didn't matter that if the sample was succesful we'd order around 50K a year. Nope, 1000 or nothing.
We went elsewhere. About 6 months later we got a call from the new CEO of the business wondering if we'd like a quote for a 100 devices. Doh!
