Unfortunately, most can't afford such and it's those lower end devices that create instability. I still have my first professional video adapter acquired when NT4 was the go. It's a full length card fully populated with VRAM for 8-bit colour and cost if memory serves $AU3,000, somewhat more than the 486 PC it was in.
The Microsoftie at the presentation of NT4 immediately prior to launch expended a considerable amount of effort explaining why MS had moved the video subsystem due to performance complaints from NT3.x users.
