Does Joyce come to the NSC as someone who is aware of how vulnerable networks are, and he wants to advise the White House to do something about it? Or does he come as someone who wants to enshrine the hoarding and search for new vulnerabilities, regardless of the cost to the average citizens he is supposed to work for?
Time will tell.
