Proper oversight preventing the operator from blacking out 60,000 homes for no reason seems to be what's needed.
By oversight I presume you mean the use of force. The reason the operator never fired up the Pelican Point plant was it was not economically viable
. The reason it was not economically viable is because the SA government
legislated to make it economically unviable for the operator to fire it up. The operator did not black out 60,000 homes "for no reason". The operator wants to remain economically viable rather than go bankrupt like Solyndra and that other darling of the greenies, Enron.
