Sounds a lot like the UK's natural gas conversion project except that was yellow plastic and fibre is blue (? purple?) plastic?

It's bigger, wider, and worse than that. Total absence of joined up thinking at HQ, in this case and various others too e.g. the lack of connectivity for smart meters vs the lack of telephony and data coverage for mobile networks is but a trivial example (not that smart meters as currently proposed are a good idea, but there is a huge opprtunity missed).

We used to be able to do this kind of infrastructure stuff. Wtf happened?
