good ole PID 1
Well since Red Hat doesn't own the kernel code outright the next best thing for them is to shove as much as shit into PID 1 as possible (are they trying to get rid of processes by you only needing one?). Red Hat has one goal, makes as much money as possible on support by making as much FOSS Linux only as possible. When you look at it from that point of view you have to admire their success even what it has come at the expense of. They did it by churning out more code with tangled dependencies than people could fork around in a short time period (see systemd, Gnome, udev, etc).
