I'd force this kind of settlement to reuse abandoned industrial areas - which would redevelop a lot of bad and dangeorus places around Europe.
Just is more expensive to build if you have to clean an abandoned industrial area first. Destroying a forest is usually much cheaper.
Then in thirty-figty years or so it will turn into another abandoned industrial area, and someone will lool for another forest to level...
