I'm not seeing that Matt, but then you see so many things that no one else sees it has become impossible to determine whether you are lying or simply deluded.

Total surveillance on diplomats & visiting politicians has been SOP since time immemorial, all the POTUS has to do is ask the transcripts, and if the spooks feel that it fits with their goals they'll hand them over. The fact is this has happened regardless of the law and protocol, there's nothing a president could do to stop it IMO.
I'd like to point out that the spooks don't always comply, for example the CIA refused to release their files on the Kennedy assassination to Nixon when he asked for them.
