The unsatisfying answer is that it depends. The developer of the Neutron music player allows concurrent use across all devices, for example, no matter if the OS is either Android or a BlackBerry iteration (I'm not saying BB10 because the orphaned Playbook tablet is still supported by this developer too). I am uncertain if that largess would extend to other developers. My intuition tells me that once purchased I would have the ability to download it with an other device using the same credentials.
