I don't know who got their [sic] first but it looked pretty close between IBM and what became ICL.
It was IBM, at least for commercial availability. VM/370 came out in August 1972; the first ICL VME release was in '74.
As lab projects, they're sufficiently contemporaneous that we can consider them simultaneous independent inventions.
