At present only in testing. Anyone who is using the current Debian is still using SysV.

Not actually true.

Systemd (and even upstart) have been available since at least Debian Wheezy (stable). It's just the default that changes in Jessie. (You can run Jessie with sysvinit or upstart if you want).
