Ban them for life
Any company that is going to submit to the store needs some sort of background investigation, and when one is found doing this, they need to be banned for life.
Re. Scrabble and other apps that play video ads, I simply kill the task (one button touch and a swipe) and relaunch it--only takes a few seconds and no more ad. It probably also costs the company that has authorized the ads a bit of bandwidth each time to log back into their servers.
