If one's malware is smaller than the target, it provides a very large REM space to hold the hash-tweaked noise.

Prediction: in the near future, compilers will offer an option for 'Desired Hash', and the compilers would tweak the Object Code until it matches whatever hash value you want; while maintaining the same function. Obviously a block of arbitrary bits in the middle that the intended code skips over. Maybe some alternate compilation equivalents to get closer.
