Java and C# are both C derivatives. Neither are susceptible to buffer overflows. Both are (now) efficiently garbage-collected.
Really, your issue appears to be the Design Authority specifying unnecessary close-to-the-metal performance languages where they're not required.
Also, if you have a problem with TDD techniques, I suggest you're either some sort of project manager who knows dick about dick or one of those legion of Reg-reading first line support wonks who only knows what his script says. But not to worry, you can always turn it off and on again, right?
