I think the quote you wanted was from Lord Acton, not Lord Melbourne. It was written because of his concerns about the doctrine of Papal infallibility in Vatican 1, but also refers to temporal politics.

A longer quotation from the letter is: ...Power tends to corrupt, and absolute power corrupts absolutely. Great men are almost always bad men, even when they exercise influence and not authority, still more when you superadd the tendency or the certainty of corruption by authority.
