I just saw this article and yeah it's messed up what the isps are doing. I'm glad my friend turned me on to https://ironsocket.com so I can choose between using a vpn or smart dns proxy (which is all you really need to get around the geo restrictions).
This is the way of the world, you cannot regulate the behavior of people. If they want to watch netflix and the ISP regulates it, then the people will find a way around it to keep calm and netflix on.
