They have three possible reasons, one technical, one public safety and one crime related. The technical reason is for dealing with service SLAs and complaints, where the phone company may need to prove you were actually not actually in the good reception area you claimed you were in. The public safety is for tracking hikers and the like when they have wandered off and got lost, and knowing where they left the grid cuts down the search area. And the crime angle is for tracking stolen phones, especially in kidnapping cases.
