We just went through this with far less users and it was horrible. Get all users to do back up to .pst files right now. Also find a 3rd party vendor to do the NEW EXCHANGE SERVER. I would also literally kill your "a small group have grumbled long enough to ask for a review" with kindness.
You have an answer. Get EXCHANGE!!!!!!!
