As we keep seeing here most people have. While there is a nostalgic attachment to Arm in the UK it is not a British company. The only noise we hear from UK government is about listing it in the City, so the useless people can make more money.

I don't really understand this weird obsession with nationality and ownership.

Is Guinness an Irish drink or not? Does it make any difference that the bewery is owned by Diageo with a HQ in Park Royal London? I would suggest that nobody would call Guinness an English beverage. Neither would they suggest that the two dozen or so Scotch whisky brands it wons are not Scottish.

So why does ARM, that has their main HQ in Fulbourn Road, Cambridge on the way to Cherry Hinton Tesco, have their nationality discussed and disputed? Because emotionally immature weirdos?

It's the usual drivel from the brexit gammon crowd. Arm develops all over the world mainly their A class cores in the USA.

The only thing stopping them from consolidating more to the US is because they are well behind market rate out there and had hired far too many since the acquisition which they are no longer bound to.

Wouldn't it be interesting if a new SoC family were announced sometime this quarter, shipping next year, the lowest tiers of which were released as public domain?

Yes, it would. It would also be interesting if Russia announced it was splitting itself into three countries and immediately ending its war in Ukraine, both in the good event sense and the lots of changes sense. That's not going to happen either, definitely for now and probably not in the long term.

Commercial companies wanting to sell chips don't put their designs in the public domain. The best case scenario is that they lose a ton of business. Qualcomm's interest in RISC-V is also not advanced enough for them to announce SoCs shipping very soon either. Designs take a lot longer to go from initial development to fabbed and ready for sale. Making stuff up doesn't help with anything.
