      Makes a change

      Usually they have a figure on the contract that doesn't survive contact with the first Change Request. As a senior manager in EDS, the very first Inland Revenue outsourcing partner, said, "We woo on the contract and rape on the contract changes".

      Perhaps after nearly 30 years of this HMRC has learned its lesson.

    I was distressed by seeing the cost overflowing a 32 bit integer before the project even started.

      Well the pound is worth less now, so 2^32 pounds isn't as big of a number as it used to be!
