I can't imagine that Samsung (or any other competitor company on its own) would be a satisfactory solution to the rest of the industry, for exactly the same reasons that the Nvidia deal wasn't palatable.
The only satisfactory idea, is the one Qualcomm had: of all the ARM-design companies having a stake in Arm. And the easiest way for that to happen, is to put the ISA into a Foundation.
Trouble is : Mr. Son wants his money back...

Get "shot of" is an Americanism, perhaps their love of guns is getting the better of them?
Its an English expression, its origins go back a long way and have absolutely nothing to do with guns. Its a bit like saying "I wash my hands of XXXX" only more material than personal.
As an aside, I've been plodding away trying to learn a foreign language for some time. What I've learned so far in my studies is that I am so grateful that I'm a native English speaker (that's real English, not the subset used in most of America) because there's no way I would have been able to learn it.
Maybe some company which does not have an ARM licence, does not compete in the ARM landscape can buy it. I don't think Samsung will be allowed to buy ARM, just like Nvidia was not allowed. Same issues.
Can't think of many large companies which may be able to afford about 60B bucks and not involved with ARM directly currently.
Maybe something like Caterpillar, or other large companies which are not too involved in IT will work will be allowed to buy ARM, assuming they want to enter this industry.
