I think you misunderstand the complexity that when push comes to shove the US will choose military dominance and economic parity rather than the other way around.
If China begins to isolate itself or become boycotted then yes their homegrown tech will grow but you are looking at this through the lens of the current technological order that China is the only remaining land to conquer for future growth. Those technologies will only ever be commercialised or militarised in China, at least for a time.
Everyone was already thinking twice about China before Trump or Biden got involved.

I don't think the US would dare attack a nation with Nukes. They will attack sheep headers of course, but not a nation with nukes. I do not think it is wise to "ASSUME" that Asians are the same as sheepherders. Don't misunderstand me. My experiences in Arabia give me great respect for the toughness of Arabs and Persians. However, in every conflict where the US Bravado has led them to start wars with Asians, they have not fared well. Vietnam and Korea come to mind. As for CHINER isolation. China is the largest trader the world has ever seen. The US is a net buyer not a net seller. You don't make anything. Think you will just lob some rockets at CHINER? They can reach your cities. They have hypersonics you don't. You have zero air defences against that.
Since the great Trump and his moronic Tariffs, the Trade deficit has grown to roughly $700 billion a year and you are only 13% of China's global trade. Yet you act like the centre of the universe. You are getting clobbered. Tariffs are isolationist. You lose, you pay the tariffs, and when you block technology, your chips don't end up in Asian products. Tech has a short shelf life like bananas in a rail car in Needles California. If you can't sell your products, you can't stay in Business unless Joe Biden or Trump sends you Gov money.
US Semiconductor sales have been on a 3% a year downslope for 20 years. OBAMER blocked INTEL chip sales to China for a Supercomputer they were building. You owned China with that one. 15 months later China was making their own high-speed RISC chips and went on to build the fastest SuperComputer in the world. Well, that worked out well. And that is also why INTEL missed the entire handheld revolution. Nobody was going to use INTEL for fear of US sanctions. China reads you like a book sir.
Look at the great US fab push. Only 5% of the global semiconductor market is narrow gated. China is focused on 95% of the market at 14nm and larger. Yet at the same time, they are developing and making some of the most interesting narrow gate semis in the world. They aren't stopping. They are not afraid of you.
Taiwan's largest trader is the mainland. Korea's largest trader is China, and Japan's largest trader is China. Europe is a 17% trader with China. And you are spouting off about China isolating? Last I looked it was the US trying to get Europe to block China Trade, block China buying technology.
In the US insane blowhard, you have a tiny pool of money, 52 billion USD and the alleged building of 30 fab plants including the largest in OHIO. So when you build all this, how does Korea, Japan and Taiwan fit into your CENTRE of the UNIVERSE PLAN? Oh that's right, they are supposed to surrender all tech control to the US politicians until the US catches up and can leave them behind. What a silly notion.
Are you aware in America that the present enrollments in US universities are 65% women and just 30% male and 5% nonbinary? Those women are not going into engineering and science programs. So you are growing this enormous underclass of uneducated males. That's lovely but you imply that you lead the world in technology. Rally? You don't even have 7nm chip production in the USA PERIOD. You are far behind Mainland China in this regard. Yet Chuck Schumer and the Politicians claim that you will start at 2nm scale. You have no 14nm scale now. Intel failed at the 10nm scale but you brag you will start in at 2nm. Only in Murcia does this kind of blowhard braggadocio sell. China is blowing you away with advanced degrees.
In your America it is going to cost you 3x more to fab chips than in Asia. Where is your economics here? Are you going to also lead the world in consumer electronics manufacturing? You won't have a FAB chip of any kind until the passive of 5 years. By then China will have its own EUV lithography or something better.
Oh but you can float a carrier near the Taiwan Strait. Not long ago you sent a nuclear sub to the Strait and it hit rock bottom and had to hobble back to port for repairs. That was impressive.
BTW, CHINER is the largest economy by far if you use GDP-ppp. The US would have been passed long again except now the new definition promoted by Americans is to include debt in GDP. So if you by an auto and pay cash $30K USD that would be $30K GDP but if you finance for 10 years the finance charge of $30K USD is added to the cost of the vehicle for a $60K GDP. Even your American GDP has become a blowhard debt bomb.
You will stop yourselves long before you stop CHINER. Learn to live with reality. Thanks to the US, every nation now wants nukes. This is wrought from your bullying and your commoners' rhetoric.
