    How to avoid this ...

    If he had been just sending the data to Google, Microsoft, Facebook etc., then his employers might have just purchased everything from the databases or done lots of "searches" on the internet. That would have resulted in only a single data prosecution and maybe just a fine that he could have paid by selling his watch on ebay.

    It is pervert the way the US protect the Saudi Kingdom on one hand and pretend to take distance from them on the other hand. The same can be said about the Saudi Kingdom who defended the US and helped them on many many occasions and pretend to be the champion of Islam on the other hand.

    The crimes that the US committed and commits against muslims are plain evil but still that Saudi family that only care about their own privileges maintains an absurdly deep partnership with the US.
