And you need to factor into those costs the availability of suitably skilled people to fill those roles, and what they cost to recruit, train, and retain - and it is there that Linux sinks to the bottom of the heap.
There are many more people available to implement, manage and maintain Windows based environments, which means they cost less to recruit and retain.
Factor in that huge numbers of solutions exist for Windows based environments where there are no equivalents for Linux, the huge amount of expertise and experience in integrating solutions in Windows environments, the ridiculous investment MS is making in security these days (literally billions) and your simple equation quickly swings the other way.
This is why there is still a huge market for Windows servers and infrastructure, because people are making sensible business decisions - and often (not always), that means Windows is the right option
