It's the first step, it allows regulators to raise any objections before you publish the full S1 with all your financial information

In other words they’re martyrs to a website they don’t own any stake in, let alone a controlling stake, and constantly battling the consequences of the way its ownership opts to run it. I can only sort of understand why people choose to do that.
