So the technology choice, not the business objective, drives the decisions. "Cloud" is magic that solves all ills, isn't it. Or is it?
I would have thought that the most effective strategy would be to define what the business was trying to achieve and only then decide on the most appropriate technologies, but to do both before embarking on implementation. But I forgot - this is government, spending someone else's money.
