Criminal VPN's ?
How difficult will it be for them to set up VPNs licensed by the Russian government on the understanding that they are only used to target the West ?
The introduction of Russia's Sovereign Internet rules is having an impact on the way criminal hackers around the world do business. This is according to security house IntSights, which says that the law, set to become official in a few months, will force many hacking groups to change the way they operate both in Russia and in …
While the Russian government is notorious for turning a blind eye to criminal hackers (and in some cases even enlisting them for official activities) .... Shaun Nichols in San Francisco
Nothing strange or startling there, Shaun. Surely par for any Coarse Cyber Course Work?
O.K. So that's stating the obvious. But, the more clearly the boundaries are defined, the more they'll be a target, which... simply leads to a chain of escalation. .... Gnu Tzu
Cyber warriors neither recognise nor heed boundaries, Gnu Tzu. That is what makes the very best of them so valuable and expensive but must-have invaluable at any cost.
Pay them in fiat paper, and they are virtually for nothing really. IT aint rocket science, is it?
Masters in the genre would even on not so rare an occasion invite relatively anonymous bank to bank flash cash transfers ..... in order to out the intellectually challenged gremlins in systems they be using/targeting.
Can you imagine the fun in dealing with a system which wants to know, but is not technically entitled to know, why one is suddenly in an instant, made filthy rich with foreign currency inputs?:-)
Surely, that's true about hackers in general (voted up). I think there will new perspectives to emerge as the national significance of these things continues to escalate. .... GnuTzu
Yes, precisely, GnuTzu, and a vast novel market place to lead with operations never ever before imagined possible or realised most likely and very probable.
And with no precedent, a whole new type of Great Game to play for the delivery of overwhelming and almighty advantage.
And par for Cyber Warrior Courses nowadays, methinks.
What do you think any and/or all of that is worth nowadays and/but Freely Available for All Prepared for Travels and Travails in SMARTR Augmented Virtualised Realities .......with Much Bigger Picture Shows to Show, Create and Present ...... What about them?
Russia will have its own, as they do now, and when they they close the shutters, it is only their own domains that are important anyway. That is the whole point, although international big business might see it another way, when they can't contact their office on the other side of the firewall...
"What do they have that the outside world needs access to, Kaspersky?"
That's not all it's for.
Russia and China both have made their nation's interwebs self sufficient to where they can keep their infrastructure going in the event of an all out cyberwar.
Firewall out the rest of the world but still remain functional at home.
(home as in localhost)
That's fine but my point is that that Russia has NOTHING people outside the country need to access, so those of us who don't live in Russia have no reason to care if they cut off their internet.
If China is cut off, that's a different matter - you need access to all the support sites for stuff that's made in China. Though they could mirror those sites on the outside (and maybe they do, I don't really know which sites I visit are actually physically in China or not even when the company itself is)

Well, America's Internet is mainly consumerism, food, complaints about his Trumpiness, restaurant reviews, true crime, food, woke outrage over absolutely anything, mass shootings defended by the NRA, Wall Street, food, advanced libertarianism, petty lunatic crime, hatred of the British Empire/Welfare State/NHS, food, paranoid crap about Russiagate [ Donald Trump has been a Russian Asset since 1980 ], hatred of furriners, A dumb Wall, The Sacred Constitution, TV people, and food.
Not like America even has any culture to throw about. The rest of the world is now beginning to respect your president's Garboesque longing for America to be left alone.

37-year-old Jedediah Ezekiel Fulton was arrested when he tried to destroy the golden arches at a Sutherlin, Oregon McDonald's. And what got him so upset ? After placing an order for 30 Double Cheeseburgers, for some reason restaurant workers decided to reject it -- leaving the distraught customer burger-less.
Probably, all that Mr. Fulton needed, is his 31st DouChee given him "for free". There's a glitch in a System, it turns around placing an Order for vegetarian stuff, accumulating a BaconOff margin, and after Cancelling one's Order, one could have a FullTime DouChee, which has just been created out of NoThing, made by 30 "veggie" lowerings of its Initial MarketPrice.
It was a Wall St Glitch Manipulation kind of an operation, but looks like the Mac's operatives had already patched the vuln, having forcefully cleared the whole Fulton's Margin Privileged account.
Hope, NoOne eill further wonder why Mr. Fulton is rushing into ruining Gold.
But it's not America that does it. It's the Wall St Glitch Construction Bureau maliciously exploiting the Real Stuff Traders.
AC in the event of an all out cyberwar we have been and remain in, an all out cyberwar & information war since at least the last decade
I'm sure that this "self standing RU internet" was mentioned recently on Russian TV as a parry to a potential disconnect from world interbanking.
What with Kashmir having its complete digital infrastructure cut for various 'democratic' reasons, and the global information war blended with often ludicrous (but highly propagandised) sanctions wars, I think UK should develop its own stand-alone systems too, maybe even Scotland ought to be planning theirs...
