    I've always said this - its a game of cat and mouse, someone finds and exploits a bug, then it gets fixed. The only way to get ahead is to pay some cats to do it for you. The kind of people who'd happily spend days searching for something to exploit or sit staring at thousands of lines of assembly code trying to find a weakness. The same kind of person who'll be doing it without your knowledge. This is a different kind of job than someone who secures your systems and networks against attack. Both are required

    I do not know what it is like outside of the soon to be devastated Trumplandia, but, this has been a problem here in many industries for decades now. Companies do not want to actually train anyone; they want someone else to train their potential employees for them. This is also a self-fulfilling prophecy because why should company A spend time and money training someone if they will be poached once they are trained by companies B, C, or D? All these stalwarts of free enterprise want someone else to train their employees for them at no cost to themselves.

    On reflection

    From the other comments, I completely misinterpreted the news item. Since every national government has offensive capability, I thought this was an 'ad' that companies (some of which in economic terms are on the same scale as a country) have the same capabilities. Whether it's an ad-mission or ad-vertising, and whether it's a deterrent or part of the business model, those questions are irrelevant. For now.

    But it seems I'm quite wrong. The offensive capability is about penetration testing of the company's own product. The extension of "debugging" that we've seen since the beginning of computers, yea the beginning of industry. Ah so.
