    13? No way !

    No no no. the title is misleading. the 13 commissioners had an interdepartmental preliminary long term policy impact assessment meeting leading to the scheduling of a series of requirement elicitation processes with the view to elaborate a coordinated action plan in order to prepare a full blown procurement exercise which will identify which subcontractor will provide the best value for money and bring additional no quantifiable benefits to the european community - as a whole - while he screws a new lightbulb in place.!!! That's why it costs a few million pounds and takes 5 years to get a light bulb changed in Brussels :-)
