What a joke. Track them down arrest them, make them spend a couple years in prison, who cares. More keep doing it.

Better option, find them, publicly execute them and make sure the other groups know their next.

That sort of punishment/example-making works poorly because there is, as with mosquitoes, flies, and rats, a nearly(?) infinite supply of people who are stupid, egotistical, arrogant, narcissistic, or some combination of those, and believe they will not be caught, and/or, that if they are caught, they will not be punished in the prescribed manner.
