Hmm.

Maybe they could simply register a domain (inside .my), get assigned a sufficient ipv6 addresses, and regulate and distribute those however they like inside their little slice of the internet? Perhaps it might even be useful for some classes of Malaysian-regulated organizations to demonstrate an appropriate degree of compliance with Malaysian law (or the Malaysian government).
