    Sovereign?

Since NATO is an international org, how can something be sovereign? If it's Italian, it's not French. If it's American, it's not European.

Easy! Words don't mean things any more!

Got a word you like the look and sound of, but it doesn't mean what you want? Easy fix, just use it anyway!

      "Air-gapped cloud" is self-contradictory.

With Trump being the relevant sovereign.

Any data held on a system run by an American company can be accessed by the US government.

The exact same thought I had.

Given the recent fun and games with AWS and MS, the idea of another US dependance doesn't invoke much confidence.

Also what if Trump exits Nato?

I have one of those on my desk. It is completely disconnected and highly secure. Nothing goes in and nothing comes out. Given that it is (or claims to be) a "sovereign"AI cloud, it is surprisingly small and lightweight. I did wonder why it was cheap, though.
