    More kicking of the can.

There's still no budget coming out of this, only renegotiations surrounding the quantity and cuts of pork that will go into the stew.

    That have one main job........

Will they do an inquiry about the skimpyness of gymnast's wardrobes next term? Revisit whether professional athletes are (still) taking performance enhancing drugs? What's a legal definition of a woman?

In the US, the Congress controls the purse strings. The President and Judges can't spend money on their own if it hasn't been appropriated/budgeted/approved. If Congress doesn't not pass a budget or, what's now usual, say to just carry on as before, we'll get to it, there's no money to spend.

    Not over yet

At least these CR bills are shorter than the 1500 page monster previously attempted. I wonder if the US can get away from using CR bills and back to normal budgets one day.

It's an elephant and they need to look at it that way. You eat it one fork at a time. Some things should be easy enough to plan a few years in advance so they just flow into an annual budget without change during that time. Other stuff that's not essential should expire and require affirmative renewal each year (not eligible for CR) as a way to eliminate it automatically. If it can't be a part of a Continuing Resolution, the budget would be cut. CR's should also not be allowed to include any new spending outside of disaster relief.
