    Comparing apples and oranges

    If you're as troubled by numbers like "2.6 billion" as I am, given a planetary population of 8 billion, that number was referring to "lines of data" in the breach; the subject of this breach is allegedly 17M "individuals".

    It will never cease to amaze me that the reparation for having your personal information & data handled recklessly is a coupon to a service that requires your personal information & data

      This is probably one of the few customer protections US citizens can currently enjoy, although there will almost certainly be one or two members of Congress who firmly believe this requirement to be an odious burden on the companies involved and should be removed.
