This article is about cyber attacks perpetrated by criminals. It's not done because of "spying", they're doing it for the money.

Congressmen don't get nearly as animated demanding something be done when people's SSNs are leaked for the 100th time as they do when there are photos of body bags lined up on the evening news.
Heck he probably doesn't even care about protecting against actual terrorism, he'd relish a good old fashioned terrorist attack as an excuse to further militarize American cities and would blame the attack on Biden. Actually probably not, he'd blame it on Obama or Hillary, since both still trigger him so much.
