Goodness knows that we're *trying*, trying very very hard, to make those two clauses - USA and Texas / Florida - no longer have any form of association. Cast your minds back. China grounded the 737 Max, just as the USA was saying "it is safe". The FAA resisted to the hilt, backing Boeing and its lack of safety culture. Cos it's American.
Why would China accept the word of Boeing? It lied end misled before, it can do it again. It could even be moot if China doesn't buy any more Boeings.
The NTSB (USA's accident investigation agency) was created because the FAA were in charge of promoting air travel and investigating accidents - leading to some "conflicts of interest"
Suppose the FAA are now in charge of promoting American aerospace companies AND regulating safety
If the FAA is going to hand off their duties to the companies they oversee, other countries are not going to accept FAA certifications on their face. It's better for Boeing in the long run to have the FAA doing the inspections so Boeing isn't being hit by requirements to submit to inspections for every country/region one of their aircraft fly to or over. Assuming that the FAA is doing a good job as they have done in the past.
