(All persons must have a land line) number given then, must be entered on #problem report site website#; then provide and share a word via mobile. and then provide last pay check serial number and amount; serial numbers on pay checks are random.

One problem with that is that more and more people are dumping the landline for just an internet only (or even mobile data) connection, what do you do then? Give them a free landline?
