could there also not be an element here that if the IPv4 addresses don't appear to originate from Ukraine then it is better for defence? I.e less likely to be attacked if thought it be in another country.

I don't think it has to do with defense
A lot of women and children fled, a lot of men are fighting or otherwise helping the war effort, some of Ukraine's land area is now behind Russian lines (and presumably now served by Russian ISPs at least for the villages that weren't destroyed) That means fewer customers for Ukraine's ISPs, so they need fewer addresses.
If the war ends and most of the people return eventually they'll need most of those addresses. Not all though, some people won't return and some of the land they lost may not be recovered.
Plus when infrastructure is destroyed by Russian missiles or whatever that may "help" deployment of IPv6 by forcing replacement of outdated equipment that doesn't properly support it. So maybe they never need those IPv4s back if they post war Ukraine uses IPv6 to a greater extent.
