          Are you perhaps referring to the 2010 Quadrennial Defense Review (QDR)? Which aimed to shift away from Cold War-era planning (the two-war doctrine you alude to, Madam) and instead focus on more realistic, flexible, and sustainable military capabilities when faced with asymmetric threats seen in the previous decades.

        With all the loss of jobs and general destruction he's doing to people's lives, some of those lives may also be close to members of the secret service - next time, some may not be as quick off the mark as the last time to get to put themselves in harms way, as they did when he got shot at that rally - some of his support base are gun-totting and somewhat crazy, and they may be feeling betrayed by him after the promises he made during the campaign

    it is hard to argue with:

    "write better requirements into its contracts and to develop performance metrics that give the government the right to cancel contracts for non-performance"

    Many of the Register's commentards' posts and its full articles have featured government contracts, in the USA and elsewhere, that appeared to be ways of siphoning money from government departments and agencies into consultancies' pockets.

    I have experience of several bids that were so badly managed I did think it was deliberate - just a way for the consultants 'managing' the bid process to prolong it for as long as possible while they got paid. My only concern with this article is the list of consultancies affected is rather short.

    (Admission, I am not a fan of Trump, but I do accept there is a great deal of waste in government contracts, particularly with 'consultancies' whose primary objective appears to be to spend the client's money.)

      You have a very valid point, but doing so means appointing competent people to senior positions, those with a knowledge of both the work to be done and how to manage a commercial entity.

      I would argue in todays modern world its better to have incompetant governments who do nothing. Look at what happens when a government does something new or different, aka DJT.

      Pick up the garbage, clean the roads, fix schools and hospitals. Thats all i want from my government nothing more.

      The reality is we dont live in a perfect world, a lot is unfair and bullshit, and change doesnt mean its getting better, aka again Elon and Donald.
