Musk clearly has made a deal with Xi since he has advantages no other US business operating in China has ever received.
Now that he's got access to the biggest secrets, and he knows Trump thinks of secrets as a mere commodity to be traded for favors and would never prosecute anyone from misusing them unless they are on his enemies list, I imagine China knows they can leverage their relationship with him to gain access to those secrets. Maybe stuff like US Taiwan defense plans, since Musk obviously doesn't care about countries invading their neighbors.
It would make more sense to target Amazon, but Google is probably an easier target (because everyone and his dog has already tried and convicted them of abusing monopoly power one way or another - the homework is already in the public domain). I see it as still in the "warning shots" phase.
There may also be leverage to be used in defence of TikTok.
