back to article Europe hopes Trump trumps Biden's plan for US to play AI gatekeeper

The European Commission is displeased with the Biden administration's plans to extend export controls on AI chips and models to most of the world. In a joint statement released on Monday, Executive VP for technological sovereignty Henna Virkkunen and Commissioner Maroš Šefčovič expressed concerns about the measures, which …

No limit for the Netherlands but for EU?

How is that US limit for GPU's imported going to work if the Netherlands are exempt? Once the chips are in the common european market there are no further checks at any borders inside the EU and EU rules won't allow further restrictions on trading with other member states.

Did the US administration figure they need ASML and thus should not piss off the Netherlands but not really think of further consequences of exempting the dutch?

If the US go forward with banning the EU from buying as much 'merican GPU's as we need they'll just force us to buy them elsewhere - do they want the EU to start shpping in China?

The European commission should reply with a ban to us interests of asml and lenses, and to Taiwan if they sell gpus etc to the us.

At some point, the UK will be back and we will be even better integrated than we were allowed before. You can't limit internal trade. It would be like someone in Houston being told they were not allowed to do business with New York. Re: No limit for the Netherlands but for EU?

It doesn't work that way. The EU works on a basis of "one for all and all for one". In particular, the single market and customs union mean that there are no internal borders between member states, for the purposes of customs and immigration.

The Netherlands can order enough American stuff for the whole EU; and not just tell the USA that nothing in the consignment will be exported anywhere outside the borders of the Netherlands, but, according to the doctrine that any member state's external borders are the bloc's external borders, may say so entirely truthfully.

Can I point out that most countries and the EU itself already have laws regarding the policing of supply chains by suppliers and customers. All the way from where your cotton comes from to what people are doing with your GPUs. Fines are levied and have been for years. It doesn't matter if there is a border or not. Some stuff can be obtained from some parts of China, but not from others for example. So the Americans are not doing anything new in treating different EU member states differently.

Sometimes it is not feasible to fully determine supply chain origins or to know what customers do with stuff, but governments still impose fines if they find out something is not to their tastes.

No. She is that unusual entity, a competent manager.

A well organised and managed organisation is one where the manager knows how to delegate and does so, creating something that can tick along nicely with everyone knowing what to do, including how to start handling a crisis without immediately running around in circles like a headless chicken (or simply ignoring the crisis as "above my pay grade").

In that organisation, in the absence of a crisis, any person can take leave of absence and trust that the slack will be taken up. Although, on their return, they will have a couple of long days catching up. If a crisis did occur then they have a few more long days doing the bits that are at their pay level to tie it all off, sign off the changes and generally have their colleagues' backs.

Any "executive" who has to be tied into the comms 24/7 is just sitting atop a wobbly pile of incompetence that mirrors their own, just praying that the whole facade doesn't come crumbling down before they have a chance at s golden parachute.

Not knowing these things, one can presume you have never had the chance to work under any competent people or been a useful manager to anyone else.

The thing with pneumonia though is it's an ongoing illness, you have no idea how long it will hang around for before you shift it.

My missus was admitted with pneumonia and it took 11 days to get her out because it's a bastard to get rid of...they generally monitor your oxygen levels and put you on a high concentration of oxygen that they dial down over time and if you can't get above a certain saturation point while moving around, they won't let you go. It's test, check, reduce the gas, test, check, reduce the gas...

There is a good chance they weren't hiding it, it's just difficult thing to provide press releases on given the nature of it. You can't really put a firm time line on recovery from it nor is it easy to gauge the severity of it...some people can end up with pneumonia and shake it off in a few days and write it off as a chest cold, others need weeks to recover and antibiotics via a drip etc. There are also different types of pneumonia...some are caused by bacteria that can be knocked on the head easily with antibiotics, some bugs cannot like mycoplasma...the latter is particularly difficult to shift...especially when combined with a second infection of some kind.

Given my experience with pneumonia, I'm willing to give them the benefit of the doubt here.

It is nasty, you go downhill quickly with it. My advice is if you have a chest infection and you get put on antibiotics, if it doesn't improve at all within a couple of days, check your oxygen levels on an oximeter (you can get them cheap at the chemist) and if your oxygen is low, get into SDEC / A&E as soon as you can...the later you are in detecting it, the harder it is to get rid of it and the more serious your condition will be.

You know you've got low blood oxygen levels if you have a headache that painkillers can't touch.

"Given its seriousness I would have expected that something would have been said about the President being hospitalised"

I don't think the severity matters, what matters is that it's pretty difficult to know how long recovery will take...and with that in mind, you don't want your hospital swarming with media for an indefinite amount of time.

And it's not as if a US congres member didn't just disappear and turn up in a dementia ward after six months... https://nypost.com/2024/12/22/us-news/missing-texas-rep-kay-granger-found-in-memory-care-unit-report/

That's democrats for you, equal opportunities for all...unless you're young.

They don't care what gender you are, what race you are, what religion you follow...you can be a democrat...unless you're young.

Let me guess which EU members are restricted, the ones with leaders a little too friendly with Putin. Hungary, Slovakia, and Bulgaria.

Edit: Oh yeah, of course China as well.

My apologies for spoiling it for you, but China is not a member of the EU, and never has been.

      1. prh99

yeah, I meant members too close to China. Probably should have included that.

    The answer is very simple

if you don't like the way the US does it. Do it yourself.

You should look into what the *Dutch* company ASML manufactures!

Expect this list to last no longer than a week

Either a list of different countries will appear, or more probably a ban on all countries (with maybe an exception for those who pay). Once upon a time people predicted that all future wars and disputes would all be about oil, now it appears that they will be about who can run crappy AI chatbots.

How can USA ban models, can they prove no foreign data or work was involved and if they try, simply ask for all that data to be deleted to comply with a EU ruling and if they don't, scrap data sharing agreements and put all your models in Switzerland for all to use. I'm a fan of home grown first, but the USA are starting to become assholes at everything using that chant as an excuse !

    1. prh99

There is no data sharing agreement, well not one that will survive a challenge. There is no political will in congress or the whitehouse to reform the NSA much less form a court able to review data collected for EU citizens.

    168 pages.

With a rulebook that long almost any exemption or restrictions will be possible.

    What's the phrase? "Performative art".

    Let's go with China...

...seriously at this point are we really saying that the USA is not as corrupt as China?

If the entire rest of the world just ignored the USA and all companies based there, it'd be done in under a year.

More erratic than Donalds stable and easily predtictable long term strategies?

With China, you can be damn sure any policy is going to benefit China. With Trump, you can be damn sure the policy will benefit... someone. Probably. Or maybe. And no-one will be sure who that someone is.

Umm.... what proportion of these chip are manufactured in the US anyway? Can't the EU get them at source from Taiwan etc?

    1. prh99

Sure, if you want to ignore intellectual property. If we're going down that route why not just build ASML UV lithography knock offs in the U.S. as well.

AI data centers just mean higher power bills anyway.

    Let's play Trump trumps

Will Trumps burning desire to reverse anything done by the Biden administration trump his burning desire to squeeze some quid pro quo from the EU?

Which trump is Trump's Top Trumps trump?

      Re: Let's play Trump trumps

      Trumpf will do BOTH !!!

He will task his cronies to do the impossible and then throw them to the lions when they fail ... as per SOP for Trumpf !!!

Don't let impossibility get in the way of being the 'Bestest President EVER !!!'

Thank you President Biden for being so kind !!!

I think the EU should be thanking President Biden for potentially saving them so much money !!!

AI and its spawn is the scam to beat ALL scams.

Save the money you would have spent and use it for something useful ... even burning it for heat would be a better use !!!

Unfortunately, the UK has swallowed the Koolaid, it would seem, and we are going to jump on the AI Bandwagon when the rest of the world is just begining to suspect all is not well in the world of AI !!!

HS2 is going to look like a well planned and managed project that demonstrates 'value for money' in comparison to the AI nonsense we are chasing !!!

I truly despair, can ANY Govt in the UK EVER deliver something ***useful***, on time and to cost ???

The UK is in terminal decline and this is NOT about Labour vs Tory Govts as they are proving to be just a bad as each other !!!???

[NO ... this is NOT a 'Reform' recruitment pitch, just to be clear !!!)

We have had multiple generations of useless politicians, of all colours (Political and otherwise ... to avoid the obvious 'jokes'), promising a lot and delivering little.

The old adage that 'what we need is a good war' would not even work as we have underfunded our Armed Forces for so long that we could not fight off a bad cold !!!

Is there any more room under that 'rock' ????

I need to sleep through the next 30-50 years, in the hope that extreme need may push forward someone with the intelligence & will to drag the UK up by its bootstraps without us going through the obvious far-right 'meander' that is calling so loudly (much like the rest of Europe) !!!

In case anyone has forgotten, we have been through a major far-right 'phase' before in Europe and it did not go well and the journey/recovery was very painful !!!

    :)

  15. David 164

Look like Europe should respond by cutting of US access to European equipment that make computer chips and bar their use for manufacturing US chips in third countries like Taiwan. If the EU can't have access to them then either can the US.
