There is something wrong with the the article. The phase 1 enquiry started on the 30th December- what ever happened in August wasn’t Phae 1 and the link takes you to the SEC merger notification.

My reading was that in August they told the parties they were planning to do a phase 1 enquiry, which then only actually started at the end of December.
